regarding Year Round School Calendars
Any effort to implement year-round education in Delaware Valley schools
is likely to further polarize two groups of taxpayers--people with kids in
school and people without. Most parents interviewed in focus groups
don't believe that year-round education is an appropriate long-term
solution to overcrowding.  It is described as a 'Band-Aid', a 'phantom'
solution that is not a good long-term decision for the community.

"It's easy for a white paper to focus on structural and formal requirements
(such as compulsory entry and exit rules for students). Unless they look
at the quality of teacher development and the capacity of people to teach
differently, it'll be another variation of structural nothingness."
